Understanding Cooperative Purchasing Contracts
Buying cooperatives offer immense purchasing power and access to world-class suppliers. They also give organizations the opportunity to save time and money by eliminating the RFP contracting process and avoiding the risks of low-bid, low-quality work.
The Interlocal Purchasing System (TIPS) is a national purchasing cooperative that leverages the purchasing power of governmental entities in all 50 states. Utilizing the TIPS cooperative contract, you can rely on an expedited contract procurement process. We streamline the procurement for members by developing RFPs and submitting them for competitive solicitations. Through Trades, Labor & Materials Master Contract #230104, awarded to TEMA roofing services, we can deliver complete roofing solutions and much more, certificated with major roofing manufacturers.
Lead Government Entity
Region 8 Education Service Center, a public governmental entity of the Texas Government Code, has publicly solicited and awarded an agreement for trades, labor and material (non-JOC & JOC) to TEMA roofing services. These cooperative purchasing agreements are available via TIPS-USA to public agencies, governmental and educational entities.

Case Study – Boardman Glenwood School
The 36,000 sq. ft. partial re-roof utilized white Duro-Last PVC. The material offers proven performance, especially when compared to other membranes (like TPO). Duro-Last PVC membranes are composed of film layers, laminated on both sides. It welds better, performs better and has a longer industry track record.
Case Study – Boardman Stadium Drive School
At the Stadium Drive project, roof maintenance consisted of a customized plan that incorporated commercially cleaning all 61,000 sq. feet of the roof’s surface, which had not been done since the original installation (nearly 10 years prior). This commercial power wash service, combined with bi-annual preventative maintenance, brought the building’s maintenance up-to-date and will help to increase the roof’s overall life expectancy.
